Cartographer_Routes: Get rid of LibBabbleSpell-3.0 dependency in an attempt to fix loading errors that people are reporting to be Cartographer errors.

IMPORTANT NOTICE: This addon is no longer being actively supported. Please delete Cartographer_Routes and download Routes instead. It has better/newer features.
